The idea
A strategy game built around nations and the people controlling them.
Council & Conquest is a strategy game centered on nations and the people controlling them.
Military strength matters. So do negotiation, commitments, alliances, agreements, public decisions, competing interests, timing, and knowing when another player cannot be trusted.
The project is being designed around a world in which players must deal with one another rather than simply calculate the best move on an isolated board.
